Medical Lead and Responsible Officer
Office of the Chair and Chief Executive
KEY DUTIES / RESPONSIBILITIES
The Medical Lead and Responsible Officer will support RQIA in delivering on its statutory mandate.
In particular, the postholder will:
(I) Act in the role of a senior leader, advising and supporting the Chief Executive and Directors on medical issues in particular and contributing to the strategic direction of the Authority and the fulfilment of its role and functions
(II) Undertake revalidation processes for members of the medical profession for whom RQIA is their designated body and for ROs in the Independent Sector
(III) Provide medical leadership and also undertake appraisals where required for RQIA medical personnel
(IV) Implement effective governance arrangements to provide assurance to the Authority of effective delivery of statutory functions under the Medical Profession (Responsible Officers) Regulations (Northern Ireland) 2010
(V) Provide resolved professional advice and other information as required
(VI) Advise RQIA on the appointment of Part II and Second Opinion Appointed Directors(SOADs)
(VII) Champion RQIA's mandate to promote and evaluate the implementation of high standards of care across all health and social care service
(VIII) Provide strategic leadership on quality improvement and provide professional advice to RQIA in relation to its discharge of its various functions within The Health and Personal Social Services (Quality, Improvement, and Regulation) (Northern Ireland) Order 2003 and subsequent regulations and The Mental Health (Northern Ireland) Order 1986, and Ionising Radiation and Medical Exposure Regulations (IRMER) 2000.
(IX) Participate in the programme of inspections and reviews within statutory and non-statutory sectors and of police custody and prison healthcare, as required
JOB SUMMARY
The Medical Lead and Responsible Officer will carry the role of Responsible Officer (RO) for Responsible Officers working in the independent sector and for any medical staff working within RQIA.
The individual will provide a key role in providing senior leadership within RQIA and to our role as regulator across health and social care services, working across sectors. The individual will demonstrate the highest levels of diplomacy, assertiveness, and ability to undertake challenging conversations.
SALARY
The postholder will be paid commensurate with Consultant Grade and is also eligible to claim travel and subsistence allowances as appropriate (HSC rates apply).
STATUS Temporary Position: 6 months with option for extension
(Consideration will be given to a secondment, where the candidate has current employer approval.)
COMMITMENT/ HOURS
4 to 5 PAs (Programmed Activity) per week
Circa 18 /20 hours per week
However, there is flexibility in how hours may be worked in discussion with the postholder.
